Hi Dale,
I think if you look very closely - the reverse rotation of the outer wheel will catch on a pawl and cause enough counter rotation for the "top" pawl to release from its pin. The spring can now impart rotation to the outer wheel. When the wheel rotates enough for the pin at the top to catch the pawl it releases the pin on the wheel and let it spin. The whole thing then works on gravity putting the pawls in a position to catch on the "reversing" rotation and held against the driving pin by friction until that friction is released when the second pin is hit.

Exactly...great description....
I am working on this mechanism a we speak...designed in Cut2D...cut on my 48x96 CNC router
Have cut out and assembled all the parts....using a weight to power it..so far it is working perfectly ..

I think this will visually help you. Still adjusting the balance ..but it runs perfect..
Power is supplied by a Chrome Vanadium Thumb adjustable weight..(Crescent Wrench)
I am going to get a couple constant force
Spring motors and experiment with those..

I think you may be right about small magnets in the "butterfly" shaped pawls..After watching the close up video over and over till my eyeballs almost fell out...I see the "free" pawl move quickly towards the center...(brass rods) when it nears the trapped Pawl...no matter what direction it is turning...but when it goes backwards....this action moves it towards the pin..the free pawl then pops out clears one pin and then gets caught on the next..releasing the spring energy.....

It does work, that Bat in the ticker video runs with small rare earths.. it just always seemed like cheating to me.. I suspect theres a clever little latch or somethign in there... :)
