rebooted and tried again  ,set  time  1000mS  power 72.7% 
result  141.981 mS  of 72%  pwm

tried another pc , same result.
did notice  the first test after a boot did for a 10 seconds test did fire led for  10 sec  , all subsequent tests fail time wise

Hi Rich:

So the LED also fails each time after, or does it instead lie and stay on the right time?? ( I imagine you need at least a few second test to tell. )

that's why I tried 10 secs,  the first time led is on for the prescribe 10 sec , all subsequent tests the led is on for a few hundred mS at most
its only the test fire routine where the trouble is , in actual use the laser seems to be driven appropriately
