I have gears where the a pinion gear is "welded" directly to a wheel and the combination is floating (spinning freely) on a shaft.
There are several gear sets on a common shaft so they can not be locked to the shaft.
How should I handle that?

You can have gears locked and unlocked on their shafts. Its all about placement.
Any gear is driven by its linked driver. Unlink a gear from a shaft and the shaft will no longer
drive it. You can then link any gear to any undriven gear. A gear may drive any number of gears,
but may be driven by only one. So unlink a gear from its driver and you can then specify what you want to drive it with..
